Scott has over 25 years of experience in public policy, advocacy, and compliance. He has spent the last decade working on pharmacy, veterinary, and general animal issues for some of the country's leading companies and organizations.

 

He covers most pharmacy issues, including compounding and outsourcing and the overall supply chain (manufacturing, wholesaling, etc.), with a specific focus on veterinary pharmacies and the nonresident/mail-order community.

Scott is experienced in all aspects of veterinary policy, as well. He has also worked on general animal issues, including pet products, pet care services, shelters/rescues, and animal welfare.

​

Prior to this, Scott worked mostly on public education and higher education policy. He served as a compliance director for a Fortune 500 higher education group, where he was responsible for ensuring compliance with state and federal laws, as well as program and institutional accreditation standards. He led the College of Education through the accreditation process to become the first online, for-profit college in the country to obtain national accreditation.

Scott also worked for the National Conference of State Legislatures (NCSL) on President Bush's No Child Left Behind Act, which propelled him into the national spotlight.  He worked closely with state departments on implementation and waivers, testified before legislatures, presented and spoke to large groups, and was often quoted in the media. His work culminated in leading a bipartisan task force in an investigation of the law and authoring a final report that made recommendations to Congress. The report was featured on the front page of The New York Times and ultimately led to the dismantling of the law a few years later. (There were positives to the law, which have fortunately remained.) 

 

Scott holds a degree in political science and served as the student lobbyist for the University of Colorado. He has experience in federal and state lobbying and has proven to be successful in corporations, non-profits, and start-ups. In addition to NCSL, he has worked for prominent organizations, including the National Education Association (NEA) and the American Institute of Architects (AIA).
