
Scott Young is a policy specialist with more than 25 years of experience in advocacy, compliance, and government affairs. Over the past decade, his work has focused on pharmacy, veterinary medicine, and broader animal policy, advising leading companies and organizations in each area.
His pharmacy experience includes general pharmacy issues, as well as compounding/outsourcing, central fill, and manufacturing, among other issues. He represents the veterinary and nonresident pharmacies in the legislative and regulatory process.
He also has extensive experience in veterinary policy and broader animal-related issues, including pet products, pet care services, animal shelters/rescues, and animal welfare.
Earlier in his career, Scott focused on public education and higher education policy. He was a national expert on President Bush’s No Child Left Behind Act (NCLB). He provided technical assistance to state education departments on compliance, testified before state legislatures, presented to numerous groups, and was often quoted by the national media. As a policy specialist for the National Conference of State Legislatures, he led the state opposition to the federal law, going toe-to-toe with the White House and the DoE for three years. He helped states file lawsuits and led a bipartisan taskforce of state legislators to examine the law and make recommendations to Congress. His final report, which made the front page of the New York Times, led Congress to dismantle NCLB a few years later.
Scott then served as the compliance director for a Fortune 500 company, where he oversaw compliance with state and federal laws and national accrediting standards for the higher education division. During which he led the college of education through the accreditation process, to become the first online, for-profit college of education to earn national accreditation.
His additional experience includes work with the National Education Association and the American Institute of Architects. Scott holds a degree in political science and served as a student lobbyist at the University of Colorado. He has demonstrated success across corporate, nonprofit, and startup environments, with experience in both federal and state advocacy.
